În vremea lui Balș funcțiile în stat („dregătoriile”) se moșteneau din tată în fiu sau puteau fi câștigate sau pierdute, după merite.

A doua zi cuconul Toderaș se suia măreț în careta cea de gală trasă de patru telegari rusești cu hamuri numai de argint și în astfel de alai se ducea smerit să cadă la picioarele mitropolitului ca să-i sărute mâna, rugându-l să-l dezlege de groaznicul păcat pe care-l săvârșise în ajun și pe care era bine hotărât că avea să-l săvârșească și la anul…”
O altă descriere a lui Theodor Balș îi aparține lui Radu Rosetti: „Îmbrăcat în pașă turcesc cu două tuiuri, nu l-am apucat pe conu’ Toderaș. În strălucitul său mundir de mare hatman îl țin însă minte foarte bine, și, ‘nalt cum era, îi ședea chiar frumos; cine însă nu l-a văzut în timpul domniei lui Cuza, îmbrăcat în uniformă de general de divizie franțuzesc, cu pană de bâtlan zbârlită pe vârful chipiului împodobit cu frunze de stejar de aur, acela poate spune apoi cu dreptate că n-a văzut nimica.”
