Activitatea politică
În vremea lui Balș funcțiile în stat („dregătoriile”) se moșteneau din tată în fiu sau puteau fi câștigate sau pierdute, după merite.
Se pare că Theodor Balș a apărut pe scena politică a Moldovei în jurul anului 1815, pe când ar fi avut 25 de ani. A primit mai întâi responsabilități mai puțin importante în stat și, pe măsură ce a acumulat experiență în politică și în administrație, a fost pus în fruntea marilor dregătorii.
În 1830 îl găsim în rolul de Șef de Stat Major al Armatei Moldovei, cu titlul de Agă. La acea vreme armata Moldovei avea însă un rol mai mult decorativ, țara supunându-se unor interdicții militare drastice din partea puterilor vremii, Rusia și Turcia. De pildă, artileria Moldovei consta pe atunci într-un singur tun, tras de un cal.
În februarie 1835 Adunarea Obștească a Moldovei îi aduce lui Theodor Balș, pe atunci șef al miliției țării, mulțumiri pentru lichidarea unui incident petrecut loc la Târgu Ocna, unde s-a încercat „scoaterea și eliberarea vinovaților din gropile ocnelor”.
Theodor a purtat în epocă patru mari titluri nobiliare: mare logofăt (al treilea rang în stat după domnitor și mitropolit; echivalentul primului-ministru de astăzi), mare hatman al miliției, general al armatei și cavaler al mai multor ordine împărătești.

În contradicție cu impactul său pozitiv asupra târgului Darabanilor, despre Theodor Balș s-ar putea spune că a fost privit de contemporanii săi ca un om mai degrabă vanitos, egoist și lipsit de mari capacități de conducere.
La conacul din Darabani, povestește Dumitru Moruzzi în memoriile sale, Balș ținea frecvent mese bogate pentru invitați numeroși: „niciodată mai puțin de doupsprezece feluri de mâncare, afară de mezeluri, și să te fi încumetat să guști din toate…”. În aceleași memorii găsim un episod aparent reprezentativ pentru personalitatea „conului Toderaș”:
„Baluri nu da decât unul pe an, de ziua dumisale onomastică. Fiindcă însă acea zi cădea întotdeauna în postul cel mare, Înalt Prea Sfinția Sa trimitea cioclii Mitropoliei să alunge lăutarii și să strice petrecerea. Oștii mitropoliei i se opunea întotdeauna cu îndârjire și succes oastea hătmăniei sau, în lipsă, țigănimea din curte. A doua zi cuconul Toderaș se suia măreț în careta cea de gală trasă de patru telegari rusești cu hamuri numai de argint și în astfel de alai se ducea smerit să cadă la picioarele mitropolitului ca să-i sărute mâna, rugându-l să-l dezlege de groaznicul păcat pe care-l săvârșise în ajun și pe care era bine hotărât că avea să-l săvârșească și la anul…”
O altă descriere a lui Theodor Balș îi aparține lui Radu Rosetti: „Îmbrăcat în pașă turcesc cu două tuiuri, nu l-am apucat pe conu’ Toderaș. În strălucitul său mundir de mare hatman îl țin însă minte foarte bine, și, ‘nalt cum era, îi ședea chiar frumos; cine însă nu l-a văzut în timpul domniei lui Cuza, îmbrăcat în uniformă de general de divizie franțuzesc, cu pană de bâtlan zbârlită pe vârful chipiului împodobit cu frunze de stejar de aur, acela poate spune apoi cu dreptate că n-a văzut nimica.”
